Judi Mosqueda
Chief Development Officer, San Francisco International Airport

Judi Mosqueda is the Chief Development Officer of Design & Construction at San Francisco International Airport (SFO), overseeing 120 professionals across Architectural Services, Engineering & Construction, and Project Management. With 16 years at SFO and extensive experience in capital project delivery, she specializes in design excellence, sustainability, and progressive project implementation.

Judi leads SFO’s $11 billion Capital Project, ensuring projects align with strategic goals and environmental commitments. As a Climate Action Committee co-host, she drives bold sustainability initiatives, and as an Executive Committee Member, she helps shape key airport policies and decisions.

Her leadership has earned SFO industry recognition, including 2025 Owner of the Year by the Associated General Contractors of California (AGC of California). She fosters strong contractor partnerships and reinforces SFO’s reputation for innovation, efficiency, and excellence in infrastructure development

 

Maria H. McKee

Director of Grants, Analytics, and Planning, Juvenile Probation Department

Maria H. McKee is a transformative leader in juvenile justice reform, currently serving at the Juvenile Probation Department (JPD) in San Francisco. She oversees data-driven strategies, policy development, grants management, interagency coordination, and systemic change initiatives to improve outcomes for justice-involved youth.

Maria spearheaded the transformation of San Francisco’s juvenile justice services. This resulted in the Care Team pilot program, a groundbreaking model that now ensures 100% of justice-involved youth are connected to community support.

Maria prioritizes youth and family input, establishing innovative feedback mechanisms and data tools to drive continuous improvement. A strategic thinker and results-driven leader, she brings policy expertise, project management, and a relentless commitment to public service, ensuring measurable, lasting change in San Francisco’s juvenile justice system.

 


Michael Hyams
Deputy Assistant General Manager, CleanPowerSF and Power Resources

Michael Hyams has been instrumental in transforming CleanPowerSF from concept to reality, making San Francisco a leader in renewable energy and public power. Under his leadership, CleanPowerSF expanded from 7,800 customer accounts in 2016 to 385,000, supplying 75% of the city’s electricity demand alongside Hetch Hetchy Power. His strategic vision has driven the program to achieve 100% renewable electricity for all customers two years ahead of schedule, helping reduce greenhouse gas emissions from electricity use by 93% compared to 1990 levels.

As Deputy Assistant General Manager at SFPUC, Michael oversees a $450 million annual operation that secures energy from over 600 megawatts of new solar, wind, and geothermal projects and 300 megawatts of energy storage. His leadership has saved San Francisco ratepayers $50 million in 2024 alone and positioned the city for future expansion of public power. He also led the largest wind energy deal in San Francisco’s history, securing 150 megawatts for 120,000 homes.

 


Joint Public Integrity Audit & Investigations Team

Maureen Robinson, City Attorney's Office
Amanda Sobrepeña, Controller's Office

For the past five years, Amanda Sobrepeña and Maureen Robinson have led the Joint Public Integrity Audit & Investigations Team, a collaboration between the Controller’s Office City Services Auditor, Audits Division, and the City Attorney’s Public Integrity and Investigations Team. Their work has significantly improved government accountability, transparency, and policy reform in San Francisco.

Their investigations, stemming from high-profile corruption cases, have resulted in criminal and administrative charges against former city employees and contractors, alongside 79 policy recommendations, many of which have been implemented via mayoral directives, legislation, and voter-approved measures. Their findings have strengthened contractor oversight, financial compliance, and anti-corruption safeguards.
With Amanda’s expertise in performance auditing and Maureen’s skill in investigations and legal analysis, they have shaped policies that ensure city services are free from fraud and abuse, exemplifying the highest standards of public service and integrity.
