For years, delaying vehicles at intersections -- in the name of transit improvements -- was considered to be a bad impact on the environment. At the end of last year, the Board of Supervisors approved a change to the rule, such that transit-first projects that improve mobility but cause delay to cars will not be held up by costly analyses of whether this is good for the environment.
