As the aftermath of the recession continues to wreak havoc on local government funding in California, public officials are taking a hard look at policies long considered sacrosanct. Questions are being raised about whether the implementation of Proposition 13 has been unnecessarily restrictive, as well as whether the time has come to revise the law that changed public finance in California. Join Phil Ting, City and County of San Francisco; Lenny Goldberg, California Tax Reform Association; and a representative from the California Taxpayers Association for the final installment of our series on Proposition 13.
