Growing Downtown's Footprint

Unlike many other downtowns, Downtown San Jose has a limit on building height due to its proximity to the airport. This, in combination with more liberal land use controls, is putting development pressure on the limited amount of land currently in downtown. The neighborhood could grow in various directions, such as past San Pedro Square Market or beyond City Hall, but what is the best path for downtown San Jose?
