Drivers often pay for gas, parking and tolls, but they don’t pay for the traffic delays that their cars cause others. Drivers also don’t pay for the impacts on noise, air quality and health that their cars often generate. Could having drivers pay for these social costs help decrease traffic, clean our air and more?
