2018 marks the 40th anniversary of Proposition 13, which capped property taxes in California and dramatically changed our state’s fiscal and development landscape. This experienced and witty panel will present the “truth and consequences” of Prop 13, describing how it uniquely governs the collection and distribution of property taxes and how this affects funding for needed improvements to local communities and schools across California. We will investigate the ways in which Prop 13 leads to increased housing costs, limits new housing development and discourages property turnover.
Although making changes to Prop 13 has often been called the “third-rail of California politics,” many activists and politicians are currently exploring reforms, including “split roll” treatment of residential and non-residential property. We’ll explore the pros and cons of the myriad of proposed changes, particularly in light of the 2017 federal tax reform bill. Presented by ULI San Francisco.
