Sonali Bose
Deputy Director, Finance and Information Technology, CFO
SFMTA



During Sonali Bose’s 10-year tenure at SFMTA, the agency’s revenues have grown significantly, while low- and moderate-income residents have gained greater access to free Muni services. Hailed by her colleagues as a tireless and consummate professional, Sonali has overseen one of the city’s largest federal grants ($982 million), executed a revenue bond program ($365 million authorized to date) and created new, streamlined programs like SFPark, Pay-by-Phone and MuniMobile that make payment easier and services more convenient. Sonali is recognized by her peers for her deep knowledge of city government, her strategic vision and her ability to forge successful interagency partnerships.

Kelly Cornell

Kelly Cornell is honored as a peerless operational leader in a career where success requires diligent teamwork. Through strategic leadership and deft budgeting, Kelly has set San Francisco on course for a long-term tree-management plan unachieved by any other major city. He has steered land management work at Camp Mather that is essential to the long-term health of the forest and to preserving the city’s beloved Sierra family camp. Closer to home, Kelly initiated important work to preserve Golden Gate Park’s century-old Redwood Grove. In creating the department’s Green Waste Diversion program, which composts all park green waste into top-quality compost and mulch, Kelly is recognized as the city’s top performer in waste stream diversion.

Jesus Mora

Despite his challenging workload as head of the Fire Department’s IT division, Jesus Mora has contributed to a number of high-profile projects that have impacted not only the Fire Department but other city agencies. Jesus has been instrumental in designing and implementing technological and operational solutions that have improved the delivery of the city’s emergency response systems. Many of his initiatives are the product of his ability to work seamlessly with a variety of agencies and both uniform and civilian personnel. Jesus has increased the tools available to first responders en route to and on the site of fires and medical emergencies, as well as the city’s ability to track and model service delivery, all while enhancing the department’s administrative infrastructure and reducing costs.

Dahlia Housing Portal Team

Prior to the DAHLIA Housing Portal, there was no centralized listing for affordable housing in the city. Each property owner or developer maintained its own listings, paper-based application process and manually conducted lotteries, sowing confusion and distrust among prospective applicants. Now, thanks to this interdepartmental team of leaders, the city has a new one-stop online location for listings and applications for all affordable rental opportunities funded or overseen by the city. DAHLIA not only benefits those looking for housing; it also benefits the city through enhanced data collection, reduced processing time and much-improved workflows. The DAHLIA team is also recognized for its user-centered design, modern agile software development and collaborative process that engages stakeholders.

Encampment Resolution Team

In 2016, the Central Waterfront was experiencing a crisis: The number of homeless encampments in parks and open spaces was increasing, yet the nearby Pier 80 winter shelter was scheduled to close. Collaborating with neighborhood organizations, leaders from three city agencies worked together to turn an unsafe, inhumane situation into an innovative, safe and positive solution with community support. In a record 13 months, the Encampment Resolution Team designed and built the Waterfront Navigation Center in Dogpatch to offer a one-stop resource for people experiencing homelessness. The center aims to transition residents to long-term supportive housing while also minimizing impacts on any one neighborhood. It has become a model for other cities such as Seattle and Berkeley.
