SPUR generally supports the proposed amendment to establish an Urban Agriculture Incentive Zone in Santa Clara County, with two recommendations: 1) The legislation should include the requirement that urban ag projects have a public interface, in order to ensure that property tax reduction is not exploited in unintended ways; and 2) Annual renewal paperwork should be administered by the office of the Agricultural Commissioner, an issue which was not addressed in the draft legislation.
