While SPUR feels that the Specific Plan has progressed well from the preliminary draft, we believe that there is room for significant improvement, particularly in the building vision for Oakland as a place that knits the Bay Area together; establishing Broadway as the main corridor in Oakland; and land use, urban design, and public space policy.
