2015 Public Managerial Excellence Award Winners:

Colleen Chawla
Deputy Director, Department of Public Health

Colleen Chawla led the effort to create the groundbreaking Health Care Services Master Plan (HCSMP) for the City and County of San Francisco. The first of its kind in the nation, the HCSMP allows policy makers to evaluate the impact of citywide health-promotion efforts, community planning and land use decisions on the health of citizens. With no clear blueprint for her work, Chawla engaged more than 100 San Francisco residents to gather community feedback to shape the plan. She also assembled a 41-member HCSMP Task Force charged with focusing on health care access among San Francisco’s vulnerable populations. Chawla is also responsible for the coordination of department- and city-wide efforts to plan for health care in San Francisco, as well as for health policy analysis and development.

Jimmy Chiu, PE
Airport Infrastructure Program Director, San Francisco International Airport

Jimmy Chiu led both design and construction efforts for the successful implementation of FAA-required runway safety areas at San Francisco International Airport (SFO). Chiu worked to build consensus among the FAA, airlines and airport operations staff to ensure the project would be completed by the December 2015 federal deadline. Providing exceptional technical guidance, Chiu was instrumental in leading the runway safety area design team. He also researched new technologies to ensure the airport could install a fully FAA-compliant safety area, despite being bounded geographically by the San Francisco Bay and Highway 101. In addition to his remarkable management of this extensive project, Chiu provided critical initiative for airfield recovery after the crash of Asiana airlines in July of 2013. As a result of Chiu’s influence, SFO’s runway safety area was completed $3 million under budget and more than a year in advance of the federal deadline.

Paula Kehoe
Water Resources Division Manager, San Francisco Public Utilities Commission

Paula Kehoe oversees pivotal water conservation and water resource diversification programs for the San Francisco Public Utilities Commission (SFPUC). With California’s severe drought conditions, the work of the Water Resource Division, led by Kehoe, is particularly critical. Kehoe directed the development of new strategies for water supply diversification through non-potable supplies. Her tenacity led to the establishment of the Non-Potable Reuse Program, a pioneering ordinance that is the first of its kind in the United States. In 2014, Kehoe also brought together wastewater utility managers from around the state to discuss innovation within urban water systems. This collaboration led to the Blueprint for Onsite Water Systems, a guidebook that has assisted other states and municipalities in using San Francisco’s program as a model. Demonstrating exceptional vision, Kehoe understands that San Francisco must establish financial and regulatory environments to encourage the widespread application of alternate water sources.

James R. Herman Cruise Terminal Team, Port of San Francisco

The James R. Herman Cruise Terminal Team managed design, financing and project implementation to create a LEED-certified, world-class cruise terminal at Pier 27. The team set priorities, aligned interests and assured financial stability for this Port of San Francisco project. Each of the team members had to create a vision and adhere to budgetary, regulatory and political constraints. This project represents the public’s largest investment in a Port of San Francisco development project since the 1920s, and it provides the city with an opportunity for transportation, employment, exploration and recreation at the site that also converts to a premiere event venue.

Family Violence Prevention Team, Child Support Services Department
Freda Randolph Glenn, Stephanie Ting and Thomas Wolf

The Family Violence Prevention Team implements new strategies to promote safe communication between parties in child-support cases. Through their work with the Family Violence Initiative, they have facilitated a 16 percent increase in the number of child support cases that are receiving payments. The have also helped the Department of Child Support Services establish new partnerships in the San Francisco domestic violence service and advocacy community. For families receiving court-ordered financial and medical support, the management and enforcement strategies, training and community engagement the team facilitates have played a critical role in the safe and effective delivery of services. Within the program, there have been no new incidents of violence between parties in child support cases since 2011, when the Family Violence Initiative was established.
